Who We Are
The members of CUPE 1842 are highly trained Paramedic’s employed by Hastings County. Our members provide Emergency Medical Care to the cities of Belleville and Quinte West, along with the rural communities of Hastings and Prince Edward County. Service is provided to these communities 24 hours a day, seven days a week and 365 days a year. Our bases are located in Belleville, Quinte West, Madoc, Bancroft and Picton, and a daytime post in Tweed. Our membership encompasses both Advanced Care and Primary Care Paramedics, consisting of approximately 88 Full-Time and 67 Part-Time employees.

CUPE 1842 Executive
The Executive of CUPE Local 1842 is made up of various positions. Members are nominated and voted in by the general membership through an election. Executive terms are 3 years in duration, with alternating years of election to ensure fluid transition. New nominations and elections will be held to select a new executive at that time.

Committees
CUPE Local 1842 in conjunction with the employer have established committees to address various aspects of our day to day operations. Scheduled meetings will be posted on the site calendar and members are encouraged to contact an executive member if they have items they would like addressed.
Committees include but are not limited to:
- Joint Health & Safety Committee (JHSC)
- Labour Management Committee (LMC)
- Equipment & Uniform Committee
- Grievance Committee
Joint Health & Safety Committee
Ontario Ministry of Labour – Joint Health & Safety Committees:
- The joint health and safety committee has four principal functions: to identify potential hazards, to evaluate these potential hazards, to recommend corrective action, and to follow up on implemented recommendations. To carry out its functions, the joint health and safety committee is required to hold meetings [section 9(33)] and carry out regular inspections of the workplace [sections 9(26), 9(27) and 9(28)].
- Generally speaking, all joint health and safety committee members should be available to receive worker concerns, complaints and recommendations; to discuss problems and recommend solutions; and to provide input into existing and proposed health and safety programs.
The Joint Health & Safety Committee (JHSC) is comprised of 4 members, two from Local 1842 and two from Management. The JHSC is scheduled to meet quarterly, and the minutes from the meetings can be found on the County Intranet.

Labour Management Committee
Labour Management Committees:
- The Labour Management Committee is a joint committee comprising employers, workers, and often union representatives. Their purpose is to suggest (and monitor the implementation of) improvements in efficiency and working conditions and iron out minor problems. Matters not resolved at the labour management level may be moved to the grievance process and collective bargaining.
The Labour Management Committee (LMC) comprises six members, three from Local 1842 and three from Management. The LMC is scheduled to meet quarterly, and the minutes are emailed by the employer or can be found on the County Intranet.

Equipment/Uniform Committee
The Equipment/Uniform Committee comprises four members, two Local 1842 Members and two from Management. The committee is scheduled to meet quarterly.

Grievance Committee
Canadian Union of Public Employees – Grievances:
- A claim that the employer or union has broken the collective agreement.
- Individual grievance: A claim by one worker.
- Group grievance: A claim by or for more than one worker about an act of the employer.
- Policy grievance: A claim by the union about a general question or interpretation of the collective agreement.
- Union grievance: A claim by the union.
- Employer grievance: A claim by the employer.
The Grievance Committee is made up of the Local 1842 Executive. Grievances are owned by the Local and meetings are held with the employer as needed.
Note: The Grievance Procedure is covered under Article 6 of the Collective Agreement.
Grievance updates are provided at General Membership Meetings. Additional grievance information will be provided on the site as needed. If you have a question or concern related to a grievance or the process please contact the Chief Steward or complete the following fields and the appropriate executive member will respond.
Peer Support Team
A Peer Support Team has been developed and is made up of CUPE Local 1842 and HQPS Senior Leadership Team members. Training has been completed through TEMA and the program is now active.
